This literature review by the National Research Council and Institute of Medicine summarizes the existing research on the prevention of mental, emotional, and behavioral (MEB) disorders among young people and provides government policy recommendations to prioritize preventing MEB disorders and promoting mental health. Its authors conclude that the United States does not adequately prioritize MEB disorder prevention and mental health promotion, resulting in unnecessary human suffering and cost-ineffective health spending.
The review covers a wide range of topics. Part 1 contains background information about the incidence and prevalence of different MEB disorders, the definition and scope of disease prevention as a concept, and theoretical/neurological pathways and explanations for the various MEB disorders. Part 2 contains an overview of preventative interventions that target different levels of society (e.g. individual, community level) and different MEB disorders, information about screening techniques, cost-benefit analyses of different interventions, and a section about improved research methods. Part 3 explores challenges to implementing the new knowledge gained from prevention sciences, including issues with infrastructure, lack of funding, and training.
